Where to start …
Securing Jobs for Your Future – now categorises courses into five core groups, they are:

Course categories	Course level
Foundation Skills	Any qualification level - Language, literacy and job readiness
Skills Creation	Certificates I, II, VCE and VCAL
Apprenticeships and Traineeships	Any qualification level
Skills Building	Certificates III and IV
Skills Deepening	Diploma, Advanced Diploma, Vocational Graduate Certificate and Vocational Graduate Diploma

The changes offer greater access to guaranteed Government subsidised places for people seeking to undertake courses that are categorised in the follow groups:

• Foundation Skills
• Skills Creation
• Apprenticeship and Traineeships and
• Skills Building. 

Are you eligible for a Victorian Training Guarantee?
Below is a diagram that shows the selection criteria for a guaranteed Government subsidised place.  There is also a list of questions below, if you can answer YES to any of these questions, you may also be eligible for a Government subsidised place.

If you can answer YES to one of the following questions you will be eligible for a guaranteed Government subsidised place.

Aged up to 20?
YES the Victorian Training Guarantee – Government subsidised places will be available for training at any qualification level.

Studying a Foundation Course?
YES - Government subsidised places are available for all training at the Foundation skills level

Want to study a higher qualification (in the same field)?
YES – a Government funded position will be available if you apply for a qualification higher than the qualifications already held (in the same field).

Do you fit under ‘Special Circumstances’?
There is some flexibility for a limited number of exemptions to be made to eligibility rules. These will be determined on a case by case basis for people who need to study at the same or lower level.  Special circumstances can include if you are;

• Seeking training in a specified area of critical skill shortage, or
• Significantly disadvantaged in the labour market, for example, through redundancy.
